What Is the London Living Rent Scheme?

London Living Rent is an affordable housing option. It helps households with a middle income who want to buy a home but cannot afford one yet.

The idea is simple. You do not rent the home forever. Instead, the landlord gives you a short-term tenancy, usually between 3 and 10 years. They strictly set the rent below the market rate.

Because you pay less rent, you should have money left over each month. The scheme expects you to put this extra money into a savings account. Over time, this builds up your mortgage deposit.

People often call London Living Rent a “Rent-to-Buy” product. Your goal is to buy the home you live in within ten years. The landlord usually gives you the first chance to buy the flat. You often buy it through Shared Ownership once you have saved enough.

How Do They Calculate Rent?

The One-Third Rule

The Size Cap

The scheme limits rent for larger homes. This stops pricing families out. The rent for a 3-bedroom home can only be 10% higher than the rent for a 2-bedroom home.

Protection from Price Spikes

In the private market, your landlord might suddenly raise your rent by £200 a month. With London Living Rent, providers check rents once a year. They usually only raise the cost by a small amount, in line with inflation (CPI). This helps you plan your budget.

3. You Cannot Own a Home
You cannot own a property anywhere. This includes:

  • Homes in the UK.
  • Homes in other countries.
  • Investment properties.
    If you currently sell a home, you must finish the sale before you move in.

4. You Must Be Able to Save
The housing provider wants to see that you can afford to save money. If you have too much debt, they might not accept you. The scheme aims to help you buy a home, so they need to know you can build a deposit.

How to Apply: Step-by-Step

The Mayor lists all funded homes on the Homes for Londoners website. You must create an account there first.

Step 2: Find a Provider
Search for properties in the borough you want. You often must apply directly to the Housing Association that built the flats.

Step 3: Prepare Your Documents
These homes go quickly. Keep these files ready on your phone or computer:

  • 3 months of payslips.
  • 3 months of bank statements.
  • Your P60 from last year.
  • Proof of where you live (like a council tax bill).
  • Passport or Driving Licence.

Step 4: The Money Check
If the provider picks your application, they will check your finances. They need to ensure you earn less than £67k, but enough to pay the rent easily.

Usually, the landlord will not ask you to leave straight away. The £67,000 limit applies when you start the tenancy. However, if your pay goes up a lot, the landlord might suggest you buy the home.
